Joseph Mills (b. 1951) is an American artist known for surreal photomontages and collages, alongside a noted body of Washington, D.C. street photographs published as “Inner City.” His work has been exhibited widely— including a 2003 solo at the Corcoran Gallery of Art— and is held in collections such as the Smithsonian American Art Museum.
